Participation in Government-Linked Policy Research

Sakarya University engages in policy-oriented research in cooperation with government institutions at local, regional, and national levels, contributing to evidence-based governance and public-sector decision-making in alignment with SDG 16. During the 2024 calendar year, academic units and research centers at Sakarya University collaborated with public agencies, provincial directorates, ministries, and local municipalities on research projects addressing public administration, migration management, environmental planning, disaster risk reduction, digital transformation, economic development, and community resilience.

These collaborations are facilitated through formal research protocols, consultancy agreements, and joint project frameworks, including those supported under Sakarya Teknokent and the Technology Transfer Office structure. The University provides scientific analysis, policy evaluation, feasibility studies, data interpretation, and applied research reports to government agencies.

Advisory Boards and institutional cooperation mechanisms further support knowledge exchange, ensuring that research outcomes inform public strategies and development initiatives. Annual Administrative Activity Reports document these research collaborations and confirm their continued implementation throughout 2024. Also, the following evidences demonstrates how Sakarya University meets the criteria of participation in government-linked policy research.

1. Structured Research Collaboration Mechanisms: Academic research collaborations occur through formal protocols, project agreements, advisory committees, and applied research frameworks with local, regional, and national public institutions.

2. University Board-Supported Expert Participation: Academic personnel are officially appointed to advisory and research roles involving evidence analysis, assessment, and strategic recommendations to government offices.

3. Technology Transfer and Applied Innovation Infrastructure: The Technology Transfer Office (Sakarya Teknokent) provides an established platform for co-producing knowledge and delivering applied research outcomes that support public policy implementation.

4. Documented 2024 Implementation: Annual Administrative Activity Reports confirm multiple research collaborations, public sector consultancy activities, and evidence-based policy contributions during the 2024 calendar year.

These mechanisms collectively demonstrate that Sakarya University engages in sustained, structured, and verifiable policy-oriented research with government bodies. Here are some examples for the participation in government-linked policy research:

1. İzmir Bay Emergency and Short-Term Action Plan Scientific Board: The work of the scientific board for the İzmir Bay Emergency and Short-Term Action Plan, in cooperation with the Provincial Directorate of Environment, Urbanization and Climate Change, is a clear example of policy-focused research informing environmental policy decisions.

2. Roadmap on Single-Use Plastics and Marine Litter: The roadmap activities conducted with the Ministry of Environment, Urbanization and Climate Change show that research on single-use plastics and marine litter is directly integrated into national environmental policy design.

3. Flood Law Sub-Committee and National Water Council: The participation of a water structures expert from SAU in national committees on flood law and water management demonstrates that hydrological and engineering research is translated into legislative and policy proposals.

4. Local Wetland Commission: The Local Wetland Commission, which includes SAU academics from biology and engineering, integrates field and ecosystem research into local environmental policy and management decisions.

5. TÜBİTAK 1001 Project – “Small Differences Big Similarities”: The TÜBİTAK 1001 project aiming to improve students’ attitudes towards peers with special needs is explicitly aligned with the 12th Development Plan and the National Inclusive Education Action Plan. It is a policy-focused research project whose outcomes are expected to inform inclusive education policies.

6. Türkiye Century Education Model (Maarif Model) Studies: SAU’s involvement in the programme development workshop for the Türkiye Century Education Model under the Ministry of National Education shows that curriculum and programme development are supported by academic research and feedback.

7. 2nd National Autism Action Plan Provincial Commission: The participation of SAU Faculty of Education members in the provincial commission for the 2nd National Autism Action Plan demonstrates that research on autism and special education informs the planning and implementation of autism-related policies.

8. Workshop on the Problems and Solutions of Roma Citizens: During the workshop held on the occasion of 8 April International Roma Day at SAU, the problems and solution proposals regarding education, health, employment, housing and social services for Roma citizens are identified and recorded, and planned to be reported to relevant public bodies. This is a policy-focused research activity feeding into the Roma Strategy Document and Provincial Action Plan.
