11.4.6 – Pedestrian Priority on Campus

Institutional Commitment to Pedestrian Priority

Sakarya University Campus Pedestrian Pathway Map

Sakarya University (SAU) implements a comprehensive pedestrian-priority approach across its campuses, integrating formal traffic regulations, pedestrian-oriented campus planning, accessible walking infrastructure, and controlled motor vehicle circulation.

The University prioritises the safety, accessibility, and independent mobility of students, academic and administrative staff, visitors, and individuals with disabilities. Pedestrian movement is recognised as an essential component of sustainable campus transportation, contributing to safer public spaces, healthier mobility practices, and reduced dependence on motorised travel for short-distance journeys.

This institutional commitment is documented in the University's 2025 Sustainability Report, particularly under Section 2.3.2 – Walking Paths and Pedestrian Priority (page 24).

Formal Pedestrian Right-of-Way and Traffic Regulations

Pedestrian priority at Sakarya University is formally established through the Sakarya University Campus Motor Vehicle Traffic Directive, which regulates vehicle movement, traffic safety, parking, and the use of campus roads.

Under Article 4, pedestrians and individuals with disabilities are granted right-of-way priority within campus traffic. This establishes a formal institutional obligation to protect vulnerable road users and prioritise pedestrian movement over motor vehicle circulation.

Article 6 establishes a maximum vehicle speed of 30 km/h within campus areas and 40 km/h on the campus ring road. These restrictions are designed to improve road safety and reduce risks to pedestrians and other campus users.

Furthermore, Article 13 prohibits unauthorised vehicle access to pedestrian-only and pedestrian-priority areas, reinforcing the protection of designated walking spaces.

Through these provisions, Sakarya University ensures that pedestrian priority is supported by enforceable institutional rules rather than relying solely on voluntary traffic behaviour.

Pedestrian-Oriented Campus Design and Walking Infrastructure

Sakarya University has developed pedestrian-oriented circulation arrangements that facilitate safe movement between academic buildings, administrative facilities, libraries, social spaces, and other shared campus services.

The campus includes designated pedestrian walkways, pedestrian crossings, pedestrian-priority zones, and areas where motor vehicle access is restricted, enabling walking to remain a practical and accessible mode of transportation within the university environment.

Central academic and administrative areas are supported by pedestrian-friendly circulation arrangements, helping to minimise conflicts between pedestrians and vehicles.

The University also implements traffic signs, road markings, and awareness measures that reinforce pedestrian precedence and encourage responsible driving behaviour.

As documented in the 2025 Sustainability Report, Section 2.3.2, Sakarya University continues to improve walking routes and pedestrian-friendly areas while supporting the development of safe and sustainable campus mobility infrastructure.

Accessible Pedestrian Infrastructure and Barrier-Free Campus

Sakarya University integrates accessibility and inclusive design principles into its campus pedestrian infrastructure, ensuring that pedestrian priority extends to individuals with disabilities, visually impaired pedestrians, and people with reduced mobility.

Campus accessibility measures include tactile guiding surfaces, accessible ramps, designated pedestrian routes, and pedestrian-priority areas that support safer and more independent movement between university facilities.

These physical arrangements help remove mobility barriers and improve equal access to academic buildings, administrative services, social spaces, and other campus facilities.

Accessibility-related improvements are institutionally supported by the University's Barrier-Free Life and Support Coordination Office, working in cooperation with designated accessibility representatives across academic and administrative units.

The University's 2025 Sustainability Report (page 55) documents its comprehensive approach to physical, educational, socio-cultural, and digital accessibility.

According to the report, Sakarya University holds 13 Orange Flags for physical accessibility, 20 Green Flags for educational accessibility, and 3 Blue Flags for socio-cultural accessibility under Türkiye's Accessible University recognition framework.

These achievements provide additional institutional evidence of the University's commitment to removing accessibility barriers and developing a more inclusive campus environment.

By combining accessible walking routes with formal pedestrian right-of-way provisions and vehicle restrictions, Sakarya University strengthens pedestrian safety and accessibility for all campus users.

Controlled Vehicle Access, Parking Management, and Pedestrian Safety

Pedestrian-priority practices are reinforced through the University's regulated vehicle access and parking management arrangements.

Under the Campus Motor Vehicle Traffic Directive, vehicle entry and parking are subject to institutional regulations, while restrictions apply to pedestrian-only areas and other designated campus spaces.

The vehicle permit system helps regulate private vehicle circulation and supports the separation of motorised traffic from pedestrian-oriented areas.

Vehicle users are required to comply with campus traffic rules, speed limits, parking restrictions, and pedestrian right-of-way obligations.

Traffic governance is supported by the University's Traffic Board, which provides an institutional mechanism for reviewing campus traffic arrangements, identifying safety-related issues, and supporting improvements to mobility management.

Together, these measures create a structured approach to pedestrian protection and help maintain a safer campus environment.

Integration with Sustainable Transportation and Environmental Objectives

Pedestrian priority is an integral component of Sakarya University's wider sustainable transportation strategy, alongside public transportation, bicycle infrastructure, electric mobility, and measures to regulate unnecessary motor vehicle use.

The University's 2025 Sustainability Report – Sustainable Transportation (pages 23–24) identifies pedestrian-priority zones, dedicated bicycle facilities, controlled vehicle circulation, and environmentally responsible mobility alternatives as interconnected elements of sustainable campus management.

By supporting walking as a convenient transportation option for short journeys between campus facilities, Sakarya University promotes healthier travel behaviour and helps reduce dependence on motorised transportation.

The combination of pedestrian-oriented infrastructure, accessibility improvements, speed restrictions, and formal campus traffic governance contributes to creating safer, more inclusive, and environmentally sustainable university spaces.

These practices are aligned with SDG 11.2, which addresses safe, accessible, and sustainable transportation, and SDG 11.7, which promotes universal access to safe, inclusive, and accessible public spaces.

Overall Assessment

Sakarya University demonstrates a formal, comprehensive, and publicly documented commitment to pedestrian priority across its campuses.

The University supports pedestrian movement through legally established right-of-way provisions, regulated vehicle speeds, restrictions on motor vehicle access to pedestrian-priority spaces, designated walking infrastructure, accessible pedestrian routes, and institutional traffic management mechanisms.

Its barrier-free campus initiatives further strengthen this approach by incorporating accessibility measures for individuals with disabilities, supported by nationally recognised achievements in physical accessibility.

These practices are documented through the University's Campus Motor Vehicle Traffic Directive and 2025 Sustainability Report, providing institutional evidence of pedestrian-priority arrangements during the 2025 reporting period.

Through this integrated approach, Sakarya University advances pedestrian safety, equal accessibility, sustainable mobility, and the development of inclusive campus spaces in accordance with SDG 11 – Sustainable Cities and Communities.
