Sakarya University publishes its financial data to ensure transparency, accountability, and responsible governance in alignment with SDG 16. The University discloses annual financial statements, budget allocations, expenditure details, and institutional performance indicators in accessible formats that enable public review. Financial transparency is implemented as an active governance mechanism throughout 2025, supported by formal policy structures and comprehensive public reporting.
In 2025, the University’s principal financial disclosure was the publication of its 2025 Basic Financial Statements. Prepared by the Accounting Unit on a consolidated basis for the 2025 fiscal year, the statements comprise the balance sheet, the statement of financial performance, the statement of activities, the statement of changes in net assets/equity and the comparison of budget and actual amounts, each with comparative figures for the previous year. They are complemented by the 2025 Annual Administrative Activity Report, published by the Strategic Development Department, which sets out budget implementation, the investment program and performance indicators in relation to the University’s strategic objectives.
Beyond publishing its own financial data, the University also promotes public understanding of fiscal transparency. In 2025, Sakarya University Culture Publications released Budget Literacy for Citizens: Principles, Rights, and Practices in Türkiye’s Public Finance, produced within a TÜBİTAK-supported research project. The book explains how the public budget is prepared, implemented and audited, sets out citizens’ rights to participate and to access fiscal information, and offers a practical guide to reading budget tables. It is available online. (02.10.2025)
Financial disclosure is not limited to year-end reporting. In accordance with Article 30 of Law No. 5018, the University publishes each July an Institutional Financial Status and Expectations Report, which presents budget implementation results for the first half of the year and expectations for the second half, together with annexes on the development of expenditure and revenue. This twice-yearly cycle gives the public timely and regular access to the University’s financial position.
Financial governance at Sakarya University operates under Türkiye’s Public Financial Management and Control Law No. 5018, which mandates transparent financial reporting and accountability in public institutions. In line with this national legislation, the Strategic Development Department oversees institutional financial planning, budgeting, reporting, and compliance procedures. This department functions as the central administrative unit responsible for ensuring that financial data, budget outcomes, and performance reports are accurately produced, reviewed, and published.
Institutional transparency is further reinforced through the University’s Institutional Policies on Transparency and Accountability, which emphasize ethical administration, responsible allocation of financial resources, and open sharing of financial and administrative information with the public. These policies constitute an essential governance framework that underpins the University's commitment to ethical conduct, public trust, and continuous performance reporting. These commitments are also reflected in the University’s Strategic Plan 2023–2027, which lists institutional transparency among its six core values, and in its published institutional values, which commit the University to “stakeholder-oriented, transparent and accountable governance”.
The reliability and transparency of the published financial information are further supported by independent external audit. The Turkish Court of Accounts (Sayıştay), the supreme audit institution of the Republic of Türkiye, audits the University’s financial statements annually under Law No. 6085 on behalf of the Grand National Assembly. Its audit report on the 2024 fiscal year, submitted to the Grand National Assembly and published on the Court’s website in September 2025, concluded that the University’s financial statements present true and reliable information in all material respects.
Through the combination of publicly available financial reports, structured institutional governance mechanisms, and policy commitments to transparency and accountability, Sakarya University demonstrates a consistent and verifiable system for financial transparency during 2025.
