Sakarya University’s Senate adopted the disability coordination and accommodation directive on 12 October 2023 (meeting 656, decision 14). Article 4(3) requires accessibility standards to be considered in University activities, collaborations, procurement and agreements and provides for reasonable adjustments where those standards cannot be met. Article 4(4) extends relevant provisions to personnel and others according to the nature of the activity and the resources available. [1, PDF p. 3]
Article 5 gives students a route for requesting individual adjustments. The Coordination Office can seek supporting information, assesses teaching and examination needs and identifies appropriate measures. The Senate, relevant unit board or competent official decides according to the matter, and the relevant unit carries out the adjustment. The directive also provides for urgent cases. [1]
Article 4(2) requires units to consult the Coordination Office about proposed measures and to report the action taken. Article 12(1)(d) of the national higher education disability regulation assigns university disability units responsibility for identifying the budget needed for their activities and reporting annually to the responsible vice-rector. Together, these provisions link identified needs, budgeting and follow-up. [1, 8]
The General Secretariat confirms total actual expenditure of TRY 2,990,000 for accessibility works in 2025. The completed work packages and their expenditure are presented below.
The Barrier-Free Life and Support Coordination Office’s public page records an allocation of TRY 2,500,000 for architectural accessibility in 2025. [13]
The 2025 Performance Programme assigns the accessibility activity to Construction and Technical Works. The University’s Activity Report also covers transport and digital access within the wider accessibility activity. [2, 5]
The Technical Works annual plan provided for units’ repair requests to be reviewed by urgency, priority works to be costed and estimates to be submitted to the Rectorate. Its February schedule provided for procurement preparations and a detailed spending programme. In July, the Strategy Development Department reported that accessibility projects had been prepared for sites including the Faculty of Science and Blocks A and B of the Faculty of Humanities and Social Sciences. [9, pp. 1, 3]; [10, p. 31]
The Technical Works Department records tactile guidance, Braille signage, ramp and accessible-toilet works at the Rectorate, accessible-toilet works at the Faculty of Science and emergency-button wiring in Block B of the Faculty of Humanities and Social Sciences. [3]
The Faculty of Science and Block B of the Faculty of Humanities and Social Sciences appear in both the July project record and the year-end works presentation. [3, 10]
The General Secretariat confirms TRY 2,990,000 as the University’s total actual expenditure for accessibility works in 2025. Its completion record identifies the three work packages below as completed by 31 December 2025 and records actual expenditure against each package. The amounts are reported at work-package level.

The TRY 2,990,000 total reports the completed work packages recorded by the General Secretariat. The TRY 2,500,000 figure on the Coordination Office’s page is a published architectural allocation. The University reports the allocation and actual expenditure separately.
The Coordination Office put the request procedure into practice for common elective courses. It asked students with disabilities to identify their course and the adjustment they needed by 31 October 2025. Article 15(2)(a) of the directive also requires the Office to request part-time student assistants each academic year according to identified need. The October notice documents the invitation to apply. [1, 11]
The Accessible SABİS project provides live captions and screen-reader access. The system also allows extra examination time to be set for an individual student. In the Library’s 2025 report, the Visual Impairment Unit records support for students who requested help with information access and social skills during the academic term. Table 38 records three students trained in independent mobility, one in computer use and one in Braille. It also records 118 PDFs uploaded under the Audio Book Project. The training categories may overlap. [4, 6, 7]
Under the November 2025 Erasmus+ KA171 staff mobility call, SAÜ could apply to the National Agency for an additional inclusion grant based on an eligible participant’s documented disability-related costs. [12, section 5]
